Outside Plant Engineering Manager

General overview

The primary area of focus for the Outside Plant Engineering Manager will be to concentrate on all aspects of Outside Plant Engineering in relation to ExteNet Systems design, engineering and construction of its fiber optic networks and Distributed Antenna Systems.

Detailed Responsibilities

• Possess in-depth experience with designing, engineering, planning, permitting and constructing fiber optic networks.
• Solid understanding of the Make Ready Engineering and Make Ready Construction procedures as defined by the Incumbent Local Exchange Carriers and the Electric Utilities throughout the US and Canada.
• Demonstrable track record of managing and expediting of the Make Ready engineering and construction processes through innovative standards and practices.
• Strong working knowledge of a vast array of fundamental Telecommunications Standards including but not limited to National Electric Code, National Electric Safety Code, GO-95 and OSHA.
• Significant experience in the development and use of GIS systems and software, specifically MapInfo, DeLorme, ArcView and related planning and design tools.
• Process architecture using a combination of network deployment tracking tools including customized database applications, SQL and the entire compliment of MS Office tools.
• Manage and prioritize assigned tasks in order to meet deadlines while also highlighting risks and implementing contingency plans.
• Hold the highest standards of integrity in all dealings with others.

Key Responsibilities

• Outside Plant systems design, planning and optimization.
• Manage all OSP Data collection, collation, distribution and design validation
• Network cost estimating and deployment planning
• Manage all active network splice plans and schematic details for dark fiber and engineer and procure active fiber optic network devices (Analog and Digital) and peripherals supporting DWDM, CWDM and WDM transport applications
• Actively procure and acquire facility maps from the infrastructure owners, contractors, municipalities and other sources to expand upon ExteNet’s extensive database of distribution and transmission poles and facilities.
• Research underground build methods with private property owners, municipalities, Department(s) of Public Works and / or Department(s) of Transportation and secure approvals of micro-trench based construction to reduce deployment costs.
• Understand equipment co-location and cross utilization requirements for multiple operators.
• Engineer, design and deploy traditional back haul circuit applications over existing networks and coordinate and facilitate the marketing of dark fiber capacity.
• Create system(s) designs, materials lists; establish project scopes of work, testing requirements, and design/project variables.
• Ability to interpret both electrical and mechanical blueprints.
• Demonstrated Proficiency using Visio and/or AutoCAD LT. .
• Review and support the development of project close-out packages including but not limited to, the aforementioned and project financial performance.

Qualifications

• Education: BSEE. (MSEE preferred).
• 5 years experience.
• Possess in-depth knowledge in Outside Plant Design and maintain a strong working knowledge of Radio Frequency and Wireless technologies.
• Must have worked on one or more outside plant design tools.
• Ideal candidate will be proficient in Ezri, ArcView, MapInfo and Delorme products.
• Demonstrated proficiency with MicroSoft software including Word, Excel, Visio, Access, PowerPoint.
