Title: Compliance Manager
Reports To: Director, External Relations

General Overview:

Reporting to the Director, External Relations, the primary focus of the Manager, External Relations - Compliance is to contribute toward the mission of the External Relations (ER) team, which is to “Efficiently fulfill the jurisdictional requirements and other assigned responsibilities necessary to allow ExteNet to implement outdoor Distributed Antenna System (DAS) and small cell networks per committed schedules.”

This position will contribute to all aspects of ExteNet’s activities, policies, objectives, and key strategic initiatives related to the documentation, policies, processes and approval from various governmental authorities concerned with environmental, historic preservation, health and safety, tribal and aviation compliance. These compliance approvals are generally required per our customer contracts as a service to be provided by ExteNet and are time sensitive due to the customer requirements for compliance to be complete before commissioning of a network (revenue start) or in some instances, before construction (deployment) can commence. Responsibilities will include coordination of ExteNet’s compliance vendors and the acquisition and continual refinement of the internal ExteNet processes to secure the documents that are necessary to file for compliance with the appropriate governmental authorities. This includes creating an ER budget for the Cost Estimate Tool in response to RFPs from customers. Manage costs to those budgets for awarded projects. The Manager will be responsible for the maintenance and accuracy of the External Relations information in a comprehensive Project Tracker database and in subject- and area-specific trackers and reports.

Detailed Responsibilities:

  • Coordinates pre- and post-construction National Environmental Protection Act (NEPA) environmental compliance. Process for assigned projects.
  • Where required, monitors compliance with regard to FAA/FCC guidelines for Network Design Exposure Safety
  • Completes summary of scope of work and summary of existing environmental and NEPA reports required from qualified ExteNet compliance vendors
  • Forecast as accurately as possible approval milestone dates and communicate on timely basis when the forecasted dates change, for better or worse.
  • Forecast any external costs associated with procuring jurisdictional approvals including any 3rd party costs (outsourced vendors) and non-recurring and recurring costs embedded in the process. It is crucial that the budget be managed to in the process
  • Represents ExteNet at customer meetings and with local and state regulatory agencies and with associations with an interest in streamlining compliance for DAS and small cell
  • Possess the ability to communicate clearly and concisely both verbally and in writing with internal colleagues and external customers, and bring in the appropriate executive management and technical team members where and when needed
  • Be willing to travel, as reasonably required to fulfill required responsibilities and duties of the position
  • Evaluate matters and make clear, well-reasoned and supported decisions and communicate those decisions effectively to the appropriate personnel.
  • Keep the management apprised of all issues, resource allocations, vendor sourcing recommendations, Project Tracker enhancements, and various other items that require management knowledge and input
  • Keep up to date on new advances in technology and applications and overall Company strategy that may impact the rights and entitlements procurement process
  • Keep up to date on regulatory changes at a national level, especially FCC compliance regulations
  • Attend municipal, county and other jurisdictional hearings or related meetings where appropriate and present verbal arguments to support the projects.
  • Identify, qualify, and manage ER outside vendors when needed to assist in the acquisition, negotiation and administration of the various rights and entitlement agreements
  • Participate in external relations themed trade shows and professional development activities where appropriate for the furtherance of the team and Company goals
  • Present willingness to perform tasks beyond standard goals and objectives

  • Coordinate with Legal and/or the applicable Engineering teams (with and through the National Director, External Relations - Infrastructure) when necessary to close gaps in required information such as regulatory status, technical requirements for utility joint use agreements, impact of the various agreements on jurisdictional approvals, franchise and ROW agreements, unusual easement and cost situations, etc.

Qualifications:

  • Education: Bachelor’s degree from accredited College or University
  • General environmental and real estate environmental, historic preservation, FAA and FCC compliance background required
  • Possess multi-level relationships within the telecommunications and/or utility industries
  • Strong presentation skills and agility with Microsoft Office
